I suggest to limit the abilities each race can have, because they seem to be too similar so far, in order to make each race special. Also a pool that limitates how many abilities and for how long they can use them.

Witches: Can do two elemental abilities per turn and 3 once per battle, their element abilities (All specs except poison, custom aand blades) be related with the animal they represent in at least some way, and that their magic power is the highest. Example: Rank 2 magic attack from a Witch will win over a Rank 2 magic attack from a Meister, even competing with level 3 moves. (Elemental independance cast is their spec)

Kenshin: Can use two attacks per turn, or 3 once per battle, superior melee abilities (Same logic as Witches superior magic, but this time applies to blades, melee attacks and poison), madness obligatory and feed EXCLUSIVELY from souls. (Blinding rage is their exclusive, (They move the same even hurt))

Meisters: Can hold more abilities, their elemental abilities can be only transmited through the Weapon, but also can reinforce a weapon ability, making a combo technique, the requirement would be both being the same rank (Synchrony) adding +1 to the rank power and a bonus while holding a Weapon on melee abilities (Same as Kenshins). (Wavelenght soul techniques is their exclusive)

Weapons: Abilities limitated to the weapon they are (Scope, cuts, bullets, etc), ability to transform parts of their bodies into parts of the weapon (Yet not completely transform a part of the body into the entire weapon or summon the weapon they are to use it). (Weapon morph is his exclusive)

The specific abilities of each race wont be able to be learnt by the others.

20 starter points for people to start, and buy a max of 10 techniques with them, the cost will be equal to the rank of the tachnique.
Each time one character ranks up, he gets 5 bonus points, meaning 25 when the character gets to 3, 30 in 4 and etc.

At the moment any race can learn any other race specific moves making the race system unneeded so as an addon it should be where they shouldn't be able to learn the race specific moves of other races.

The only dwn side I cna see for this is for people that have ablities already made and have to change them to fit the format.

Witches: well most witchs have animal related magic on here so I guess thats not to much of a problem, to add its not that hard to make a fire ball into a fire bird, its kinda like a 1+ up

Weapons: Pretty much no change to them, escept maybe not being able to use there weapon ablities in human form becuase it just makes them like beefed up meiser with magical attacks. so all in all they wont have to change much except by how they RP there ablities.

Meisers: are fine, they wont have to change anything realy. just follow the aboe format that you stated.

Kinshin: a lot diffrent, I'll use myself as an example, I know in the anime they have no real elemntal ablities and by the top thing it go's to say they wont. so be having most of my moves elemental ablities mean I will have to change/get rid of them which is a large change. If I'm wrong about it then I'll apprologize but moslt the change for the two kinshin that are active are semi-a lot, it can be made but just saying. So pretty much changing them to be more melee/body oriented.

all in all I like the idea, I realy dont mind if it was implemented, I'll even help if I can so to not have to much confusion when things go down.

I just saw the points thing that was edited in, that actually makes things a lot more better, especially sence you can actully have your points to specific things or have to save them up for later. also should this be placed in a poll? that way we cna see who enjoys this or not.

Beast: Beast element is abilities that have to do with beasts such as a familiar or altering ones self or companion.
Fire: Fire is the ability to weld fire that adds a burn status for X turns for repeat damage
Ice: Ice is the ability to wield freezing factors which slow your enemies down.
Lightning: To wield lightning is to shock and paralyze your enemy.
Wind: Wielding air that slices
Poison: Wield and manipulate poison to harm your opponent and have a wide frame of debuffs andr other effects, an effect element.
Light: Light is pure light often related to holy and blades of light upon other things like lasers can be made.
Darkness: The opposite of light, same abilities.
Custom: Custom Element.
